When rockfish are out of season for boaters is it legal to kayak to a coastal location (such as rocks exposed at low tide) and land then fish from that location?

Yes!  If you kayak out there, jump in the water and shoot them with a speargun.

Unless you're spearfishing, what you described would be illegal.

However, I have yet to see anything saying you couldn't swim to your fishing destination  :smt044.

That's true, at least when the HnL season is closed.  The warden stopped us once with both guns and poles in the boat.  We had to take the poles ashore.

I asked the same question to a game warden at the ISE.  He said it's illegal.

In most senses, it's illegal (if you're targeting RF).
But you CAN kayak to a rocky island and fish for perch. If you happen to accidentally catch any RF, you just have to let them go.

I don't think kayaking to a location to shorefish would be a problem. However kayaking back with rockfish on board would be an issue.

For me it was defined by the local game warden who told me that kayaking back from the rock with rockfish on board would be the ticketable offense.

Time framing is always a matter to consider.  To take it to the ridiculous extreme, if you are not native American your ancestors most likely arrived by boat. . .
