I've seen a few guys fishing out by the red bouy off of Cannery row.  What bites out there?

Sounds like you are talking about the mile buoy (tall red buoy NW of the Row). It is approx 100-130ft deep in that area and you can catch rockfish/lingcod if you locate a reef/rocky area but most of it is sandy and holds sanddabs. The reef down there is shale so it doesn't have a lot of 'nooks & crannies' that most rockies prefer...compared to say, granite bedrock. Plus, the shale reefs are often covered by sand during summer, then exposed during winter and the sand shifts seasonally. I'd start near the buoy and work my way NW a few hundred yds bouncing the bottom with a swimbait (or iron) and a shrimpfly teaser (tipped with squid) until I located some fish or structure. Then try to focus on that area.

sin coast hit it on the head.  If you see lots of boats, there have been periodic salmon or seabass runs in the area as well.
