Remember a citation is a notice to appear. You get a day in court with a presumption of innocence. I am not sure, but Id guess that mere possession of abs south of the Golden Gate Bridge or More than legal numbers of WSB down south or California halibut up north, without more (like an eye witness or an incriminating statement from you) would not be sufficient to meet the people's burden.

I'm curious about these charter guys that have crab pots that live in the ocean all season. They take their charters out salmon fishing and when they are done they pass by their crab pots that may have been there for weeks and give everyone on the charter a limit. How do they get away with that?

Get away with what?  It's all spelled out in the regulations.

Just seems wrong to me. If it is going to the charter passengers limit then they should have to do something in the way of catching the crab, bait the trap, pull it up or something.  If it is just a commercial crab license in action why the limit on how many the charter passengers can have.

I haven't done much charter fishing. If on a charter boat and you catch two salmon are you done? or can you go on catching till everyone on board is limited?

Right I understand the regs. Talking possession once off that two day boat. Or the Seabass possession south of the line.

As far as the c bass question, I don't target them during the spawn, north or south of the line. If I do catch one during that time, I horse them in and see if they are in good enough to release. If not, I stop fishing and take one fish home.
