if a kayak has a sail or motor it has to be registered with DMV I think is 10 or 15 bucks a year.

Register?  That aint right.  Thanks elongatus for the heads up on the AI.  Seemed like a good deal.  The Prius only got 33 MPG hauling it 190 miles.
