Update on signs: Today new cardboard ones (at both floating launches on the west side) start off with
"All launchers" (yesterday they said SUPS and Kayaks). 
    This last weekend was probably the warmest of the whole year with no wind, so I imagine a lot of people just wanted to be on the water.

So is there any place you can still launch for free in the harbor? If not, is there another launch closer than Capitola?

We may get lucky..I just spoke to an official at the harbormasters office. She said an attendant will be collecting a 10 dollar fee at the entrance to the aldos side of the harbor, where the small vessel launch ramps are. The fee covers parking and launch. The way it is written now says 10 dollars per vehicle....she did say they are still ironing out the details but that being said, i park and gear up on top of the hill where i park on the street and roll my yak in by hand...no vehicle. Ta Da ....I will keep my fingers crossed the next time i go out there. I will update after my next trip to sc.
