this is one of my fears working on the river...

I'd try a real good-quality RTV (one with Acetic Acid in it). 

I think that 2-part epoxy may not have the flexability required and will break prematurely.

I have used RTV for a variety of applications (such as attaching the transducer from my FF to the interior bottom of my Yak) and had real good success.

I was thinking of the Bike tube patch repair thing and I think that is the way to go for this fix...
