It will work.  Hawaiian slings are made out of all sorts of odds & ends from hollowed out bamboo sections to PVC cut-offs.  The main challenge of slings is that it's typically free-shafting (without a line attached).  With our mediocre-at-best vis and dense seaweed/kelp growth on the bottom, it'd be easy to lose a shaft.

A cool mod that hawaiians would do is attatch a gate hinge to the front end of tube.  I used a couple of these growing up... still have one back at my place in Hawaii.  :)  This site explains it far better than I could:

A guy on Speargun Hunter was using a homemade sling very similar to that, he was quite a shot!  Just thread the end to accept a tip and maybe put a slider on the shaft to attach a line or float to.  It would be cool to see some fish taken with it!  Nice job.

In areas like the Bahamas, it's illegal to spear fish by any means other than a Hawaiian sling or polespear.  People that dive there get good at very quickly.  ;)
