If you're asking about the open mouth "gobbling" he was doing from before the 10 second warning to just before turning into the dive, then Squidly is correct that he was packing. 

If we tried to pack as much as he was doing, then we would probably injure our lungs, but I'm sure he worked up to that point by slowly expanding his lungs by packing in ever increasing amounts. 

Basically, packing is when after you've taken the biggest breath you are naturally able to, you start using your mouth and throat as a pump/piston to force mouthfuls of air into your lungs.  It's incredibly uncomfortable (at least for me) to have that bursting sensation while on the surface, but remember he's down at 9 atmospheres.  Down there, even with all that packing, he'll feel like his lungs are empty.  And if he isn't like one of those naturally gifted assholes (I'm not a hater,  just jealous) that can clear their ears by wiggling a muscle, then he'll need air to bring air down to clear his ears.

For NCAL free diving what is considered excellent time underneath before surfacing? I'm assuming 30 ft. below is the high average for those that dive around here in our waters.

288 feet unassisted is just awesome!
I wouldn't go so far as to call a lingcod filthy but they're definitely dirty. But, a lingcod's got personality. Personality goes a long way.

The least amount of time it takes to get what you're after.  Don't get stuck on the idea that you need to stay down for a certain time.  We don't participate in that gorilla diving stuff you see on the video.  We're just after game. 

The prey in NorCal don't do too much to evade us.  If they're there when we drop down, then chances are we'll have a shot at them. I'd focus on being comfortable getting down to depth and hunting there for a few seconds, then surface and still feel comfortable.  The more you do it, the more comfortable you'll be and you'll naturally go deeper and stay longer.

The technical term would be "hyperventilation".  The brain sends out the signals to "trigger" the urge to breath when the CO2 level in our boby reaches a certain level.  By doing the "hyperventilation" we can lower the CO2 in our body thus "delaying" the urge to breath.  If we over do it then you can get the "shallow water blackout" and drown!
