Haven’t launched from Monastery in a while. It is still legal to launch there, and return with fish. But the immediate beach itself is part of the Pt Lobos Reserve. The northern border of the reserve extends from the tip of Pt Lobos to the big rockpile on the north end of Monastery beach. So you just have to paddle out past the imaginary line by the rockpile.

Here’s a link to the Reserve map. Can’t fish inside the red part. http://www.dfg.ca.gov/mlpa/pdfs/ccmpas/carmellobos_image.pdf
Good luck!
