I was thinking of fishing the cement ship and any kelp beds in the area.  Is it legal to launch from Seacliff Beach near the pier?

I have seen launches from New Brighton beach with no problems.  Pretty sure it is legal there.  I have also launched near the cement ship when its not crowded and a life guard drove by and didnt hassle me.  It might still be illegal so remember to have your attorney in tow

Jeff,
Last weekend I fished that pier w/a friend, and seen two yaks launch off the south of the pier as well as two surfboard paddlers.  However, the yakkers weren't fishin', so don't know if this (fishing) may hinder the legality of the launch. (I'm guessing it shouldn't?)

The lifeguard on the pier watched me unload my kayaks from the truck and drag them all the way to the waters edge, to tell me I couldnt launch there!! I could have kicked his a$$!!! :smt013.. The people at the front gate refunded my money so I drove over to New Brighton.

Sorry to hear about your misfortune.  Did you ask him why it wasn't permitted or where it was posted that you couldn't do it? 

Jerk move on his part for letting you completely unload before telling you that it wasn't allowed.  I can understand your frustration.

Nice that you got your money back though!  How was the fishing?

You where probably too close to the boat. You have to stay 100 yds from it or something like that. Definitely can't fish the cement ship (although some locals launched a canoe there last summer and paddled right into the hole the boat, when the lifeguard in the jeep came by they just paddled to the other side of the boat, eventually the lifeguard gave up :smt005) Now they have buoys 100yds out from the boat and the shore, too many party boaters where coming too close in and trying (mostly unsuccessfully) to fish the boat. Their aren't a whole lot of fish in that spot any more.

They'll chase after you.  On the plus side, they run in slow motion and are real bouncy.  I've witnessed this on Baywatch so I'm pretty sure it's accurate.   :smt044

I have been told that there is some sort of city ordinance that prohibits beach launching from certain beaches. I assume its some sort of public safety precaution.

Now you've probably got me hooked. Last year I paddled down there from NB and fished right near the ship (didn't catch anything), so if you can't fish(or launch) there, I'd like to see what regulation says so. These things have to be the subject of administrative regulation adopted after notice, public hearing, etc.  It's not a matter of leaving it up to the ranger of the day, unless the regulation says something like the ranger can determine the conditions are dangerous.  So I guess I'll make a trek to the (free and open to the public in every county) county law library and look it up in the California Code of Regulations.  I could probably do it from home on line, but I need the bike ride.
