New Brighton is a popular dog beach, but its in Capitola (south of SC).  http://www.parks.ca.gov/?page_id=542

There's a secluded beach colloquially known as Panther Beach that's also a good dog beach.  Just marked by a turnout ~ 4 mi north of SC on Hwy 1.

There's a few beaches in the Lucia area south of Big Sur that are pretty nice and as far as dog beaches the one that I think of right away is Carmel Beach at the end of Ocean Ave. though it's not in SC. Dogs are allowed without leashes. People with their pets are always there, everyday. The beach is nice with white sand

Danglin,

The beach north adjacent to the Lighthouse is dog friendly, but is subject to tide chamges. Its pretty wee during high tide. There is also a beach south adjacent to the Oneil house about a mile north of the lighthouse. Its the only cliff house along westcliff drive.

Carmel is touted as the most dog-friendly town in CA, ironically.
The main Carmel beach at the bottom of Ocean Ave is a great place to take your dog--no leash required, like Calbear said. But a little far from Santa Cruz.
I usually take my dog to Del Monte beach (in Monterey) off Casa Verde Ave. Most people let their dogs run free there, even though leashes are required (plus LOTS of stripers and halibut being caught from shore there). Fun waves for the kids to play in too.

Just a heads-up that Big Sur and Santa Cruz are like 2 hours apart.
For Big Sur, are you looking for a campsite or a hotel, Danglin? I can provide options for both.

Sin, do you know that name of that converted army base that is now a hotel?  South of Lucia by about 40 and inland a ways?

Just don't make the error of taking your dog to 4Mile beach. The state rangers can drive onto the sand at 4Mile & it is a "no dogs allowed" (even leashed) beach.

Panther is slighty north and has a long dirt lot that parallells hwy 1. The path to the beach is steep, and during a decent swell the steep beachbreak might not be a great kids-in-the-water kind of place.
I stayed at a decent shoreside hotel in San Simeon last December. It was a Best Western with nice grounds, dogs allowed, lots of beachcombing potential, and right there next to the ocean. Not sure about MPA restrictions down there though.

Next time play it off like your hard of hearing when the Ranger asks if you saw the "No Dogs Allowed " sign, then yell..HUH...WHAT...THE DOG, HE'S A SERVICE ANIMAL! :smt102

Between the ADA law and the California Code of regulations (Dept. parks and Rec. § 4312 section H) you should be covered.

 Happy stick throwing!

The Monterey Bay Lodge is in a perfect location for beach access. You can probably wheeleez your kayak across the street to the beach!
Another good beach hotel is the Beach Hotel (a Best Western) in Seaside.

Otherwise, there are lots of good options in town--Monterey. The Marriot is nice, as is the Portola Plaza (former Doubletree). But they're a little further from the beaches, like a half-mile.

The hotels always jack up the rates when there's a big event in town, so watch out for that. Next wknd is the Moto GP at Laguna Seca so the prices are jacked.

You're thinking of Its Beach, next to the lighthouse in SC. It previously had dog hours, but the city transferred it to the state, so dogs are technically illegal there now. I still see a few dogs there, though. Your best bet is 26th avenue beach in SC. It belongs to the city, so you're unlikely to get hassled there. You can also cast from the shore in a few places.
