Seems like a grey area when crab snares were designed for a different purpose. When in doubt i would say call your local DFG. Would suck to spend a day in court or have a fine for such a simple thing.

More than likely you are correct in just a simple float. I keep forgetting the specific float is for crab traps not hoops.

although not explicit, my understanding is this question (floats on unattended snares) is addressed/covered by the basic definition of "1.05. Angling. Angling means take of fish by hook-and-line with the line held in the hand, or with the line attached to a pole or rod held in the hand or closely attended in such manner that the fish voluntarily takes the bait or artificial lure inside its mouth."

The exceptions of course, are gear type (crabs cant take a hook in their mouth because you're not allowed to use hooks for them) but you need to be closely attending/holding at all times. also you would be likely going again Rockfish rules of 1 rod because the snare is intended to be fished on a rod, and counts as a rod (similar to using nets off a pier)

Only nets and traps should have buoys fixed to them per regs, others need to be on a rod or handline which counts as a rod..

Interesting evolution of this thread. I wasn't asking anyone for legal advice....I wanted to know if anyone had had any luck doing this.  Have the information I need.

I have thought about dropping one on a small float, and checking it frequently while rock fishing the Tillamook bay, we drop 2 pots each while we fish so it would be legal.
That's exactly what I had in mind.

Well, I gave it a try. FAIL!  As noted, you really need a long rod in order to "set" the snare. Kept pulling zeros in an area my hoops were producing. And heck,  I've got 5 hoops so why bother with the snare.  Low input trial.
