EBRPD Annual Permit

Does anyone have an annual fishing permit for the East Bay Parks?  Searching on the net found nothing and every time I've remembered to call I've not gotten anyone to answer.

I would def be going to Shadow Cliffs more often if I could make it 'worth my while'

I believe one needs to get the annual fishing permit from the people manning the gates but am not certain because I never got one.  At approximately $300/year its difficult for a working stiff to get much value from the purchase, imo.
