Russian Gulch State Park is relatively protected.  That's where I did my first Ab dive.  And further south in Mendo Cnty is Anchor Bay Campground.  Head to the north end of the beach where it is protected.  We kayak fisherman call the north end of the beach "Chicken Cove" where we avoid the heavier surf hitting the main beach.

For shore diving in rough conditions, Russian Gulch would be totally safe, but your swim to decent diving is a long one. Same is true of Albion, Noyo and Caspar, though all of those are good options. Just gotta be willing to keep kicking out until you find some decent looking bottom.
