I made mine and love it.
Buy your gaff hook and the length of dowel you want. 21'' for me. 24'' total length when done.
Take some rope, dip it in Elmer's Glue and wrap the hook and and the handle.
Once that dries paint it as you wish.
It floats, you can use it as a fish billy and you can throw it at fur bags and retrieve it.
The is the one on top. Same exact one I lost fishing at Albion right after an Elk tournament.
One of the only other kayak fishermen staying at Albion that day found it floating in the ocean and asked if I lost a gaff...easy enough to describe. That was the first time I ever met Don D.
The one on the bottom I made out of the left over section of a fishing net handle I cut.
Filled it with Great Stuff.
That gaff was a bolt through type and I didn't like the way the bolts stuck out so I did a quick fix and wrapped it with Gorilla tape. It was a quick second gaff for someone else who was tagging along.
I really like the wooden handled one and if I had it at the Elk tourney you know it's been around for a while.

Hojo gifted me that sweet EK gaff awhile back!
I did a search for an  Eric Kunz gaff and found this gem! Great stuff!
Doesn't help much with the task, but fun anyway.
