First, I've always wanted to try this spot but wasn't sure where it was.  It appears to be the Encinal Boat Ramp. Right?

On Monday, by noon, Weather Underground shows winds from the west at 12mph from about 10:00am through noon - than increasing to 14mph.  The flood tide (incoming) around 10 as well.  Slack water about 11:30am.  I will probably be off the water by 12:30. 

My question is about the wind.   I was just out in the delta with 6 to 10 mph winds and it wasn't all that bad.  (The boat traffic and the A-holes that wouldn't give a kayak a little space - when they had the room to do it was the biggest headache.) 

So what about 12 to 15 mph winds in the bay.  I have a ProAngler. I figure I can peddle into the wind to slow my drift for halibut fishing.  The boat is amazingly stable. Is it doable?  All opinions welcome. 

(I have the safety stuff dry suit, PFD, VHF, tow line)

I've been out there in comparable (mabye slightly higher) winds, but left the fishing gear in the car and just went out for the exercise. No way I could have fished in my Necky with those conditions (not super stable, no mirage drive, no anchor/drift sock). YMMV in a more capable craft. 
14' Necky Dolphin, fast and wiggly, no room for anything.
