I am planning a trip either around August or early next year.

for 4 it's $1300 (cabin) each for 5 days of fishing at http://www.panamakayakadventure.com/. I am waiting to hear back from the owner.

At Loz Buzos up to 16 is $1360 (bunk room) each or $1530 (private room for 2) for 4 days of fishing and 1 days of Snorkeling, Horseback, Reef tour, waterfall hike or surfing. Package includes transportation from Panama City, 7 nights lodging and 3 meals a day.

Both resorts use Hobie Outbacks with FF and pfd as well as a pilot boats.

Yes you need a passport.

La Jolla Shores Hotel? Pricey, but no need to drive and drinks by the pool!

They're still not that good of an eating fish.  With so many choices of which fish to eat on a daily basis, why take the one that is likely to not taste as good to most people?
