I wanted to verify depth limits before I go out this weekend so I was checking in my 2016 PDF booklet. I found these definitions of the different areas.

Summary of Recreational Groundfish Regulations for 2016
NORTHERN MANAGEMENT AREA
Ocean waters between 42°N. latitude (CA-OR border) and 40°10’ N. Latitude (near Cape Mendocino) Includes all of Del Norte County and most of Humboldt County

Not sure where you got that but does seem like someone didn't do their proof reading.


Mine look OK, came from a copy of the ocean regs I downloaded from DFW earlier in the year.

SOUTHERN MANAGEMENT AREA
Ocean waters between 34°27’ N. latitude (Point Conception) and the U.S.-Mexico Border
Includes a portion of Santa Barbara County, and all of Ventura, Los Angeles, Orange and San Diego counties

Mine was ok too. I got it from https://nrm.dfg.ca.gov/FileHandler.ashx?DocumentID=116558. Not sure which version you are reading.
