I believe you're are technically correct about VHF being not permitted off the water, but then again I doubt the FCC is going to be at the Fred Hall Show.

I just thought that if you used them in that environment, you would have a whole lot of people around you that know the VHF federal regulations pretty well.

I do know that they can levy big fines because the concern is that land use can interfer with nearby radio/coastguard/safety transmissions.

Doug when I bought my first VHF you had to apply and pay for a license and sign a statement saying you would abide by the rules.  You were also assigned call letters which you were supposed to use.That was before cell phones and family radios. Now you just walk into the store and buy one no license required they would have a tough time enforcing any rules.

I'm sure you are right about their enforcement, but it's probably good to at least know their rules since in some places it might be an issue:

US Coast Navigation Center--Maritime Telecommunications:

No! Although the FCC does not require boaters with these radios have a license, users not following FCC rules on the use of these radios are still subject to severe fines. Although you may not be near the ocean, you may be near an inland waterway, or propagation anomalies may cause your transmission to be heard in a waterway. If this occurs, depending upon the channel on which you are transmitting, you could interfere with a search and rescue case, or help cause a collision between passing ships. The FCC recently established a family radio service for the purposes you describe. Consider using it instead.
