So, I live in San Francisco and I'm trying to go kill some rockfish, lings, and halibut...with that being said, is anybody aware of some good launch sites nearby? That'd be greeeeat
Also! I've heard of guys making outriggers/pontoons for their yaks and swearing by its buoyancy, that you can fish standing up if you wanted to..anybody have any first hand experience with this?

Scroll down to our "Places to Launch and Camp" board.

Forget outriggers. I have seen this Cobra Marauder upside down at Half Moon Bay.

A better alternative is to develop your kayaking skills. Take a paddling and surf zone class. Learn about the primary and secondary stability characteristics of your kayak. And learn how to brace to keep yourself from going over.

The Hobie Adventure Island can be set up with one ama and a trampoline.  2014 models and older are lighter in weight compared to the new 2015 models.

You can see 3 AI's with this set up on this old report:

What krusty said.

^ this.
take a basic class, then surf zone class. Try California Canoe and Kayak in Oakland, HMB kayaks in Half Moon Bay, or even check out the OutDoors Unlimited rec program at UCSF over by the park if $$ are a concern.

Go full on bubba: second PFD or styrofoam ice chest duct taped to an emergency paddle, duct taped across the gunwales.
14' Necky Dolphin, fast and wiggly, no room for anything.
Old Mitchell reel junkie.

Your plan is only 33% bubba, as neither zip ties nor WD40 are used.

Oh, true.  Scratch the duct tape.  We're going 100% bubba and replacing the lashing mechanism to bailing wire and JB Weld. zip ties are already being used for stringers, and the WD40 is getting used as an explosive for concussion fishing.

The simplest and cheapest way to make and give outriggers a try is to buy a sheet of hard building insulation from Home Depot. Around 20 bucks. Cut sections of foam to make 6 inch by 6 feet pontoons. Angle front and back. Hold pieces together securely by wrapping duct tape around on ends and center. Use urethane foam in case you wish to glass later. Get two four foot pipes. Can be one inch plastic but one inch outside diameter aluminum is best. Figure out a way to attach to floats and to yak. Many options here. Make sure front nose of outrigger is far enough aft for a decent paddle stroke. This will stabilize the craft but the best advice was already given. Learn yak skills.

Salty, Find a beach and push off  it, into the big blue you go! My current favorite spot is Linda Mar (pacifica) there are lings and RF in the rocks off the point. Search hookups for pacifica or linda mar and you'll find parking and fishing locations discussed.
