OK. Guessing that for WSB running multiple rods allows exploring different depths of the water column simultaneously with fish food offerings. If so there is another way with a single rod to do that. Line stops and clips. Each clip has a leader. Line stops must be small enough to go through rod guides. Unclip and coil on the way up as on a commercial troller. Use heavy hand friendly leader and play fish by hand to gaff or net. Should be able to run half a dozen without cross tangling if desired.

Yep, as NWM said, there are only species restrictions for how many lines and hooks you can use.  So you can use as many as you like for Halibut and bait fishing, but if you have more than one line out you cant keep a rock fish/lingcod if you happen to hook one while doing so.

There are species and location restrictions. Keep in mind that Fish and Game enforce the rules to include tidal portions of rivers that flow into the restricted areas of San Francisco and San Pablo Bays. It seems that the Fish and Game lawyers understand that the Napa River is not mentioned as a restricted area, but the enforcement side enforces it as though it were.  :smt013
