Perhaps every new home construction should require no lawns? Won't fix the problem but will help 20 years from now.

If this goes on for another 5 years?

I have said for years, we manage the population of everything in the world, except humans. Maybe it is time they really push responsible safe sex and planned children? I know some of your heads are exploding, but we are at or above the carrying capacity of our region and are building as fast as we can on the best farmland in America. If things keep going this way, prolonged drought, I wouldn't be surprised if the State required all domestic groundwater/well water, public & private, to be metered.
