The inspection at the Forebay can be quick or long depending on who you get.  I notice the lady does a quick visual and touches a couple spots on the boat and you're done.  When some older guy inspects, he is very thorough.

They do not charge for kayak inspections my last 2 trips there last year.  Not sure if that has changed or not this year so I cannot say for sure.
If you ain't first, you're last.

Just asking, if you brought a 5 gallon bucket and bought a dozen minnows at the bait store in Santa Nella, would they survive? Some bait store add some kind of fluid to oxen ate the water.  I have no bait tank so would rely on what water is in the bucket. If they would die before the next AM I think I would be better off dragging dead Anchovies. Any comments?

You would need an aerator to keep them alive.

Minnows keep just fine overnight when it's cold outside most of the time for me without an aerator, as long as you have enough water.  But you can buy aqua lungs, the blue stuff, where you buy minnows too.  You can always exchange the water a few times too, since were camping right on the water.  But like mentioned, the coons know what minnow buckets are, and is best to keep inside your vehicle.

Also, do not advertise to the parker range and the boat inspector that you have minnows; as they do not allow moisture in your kayak, they might frown upon "the water" in your minnow bucket.

Most tackle stores have a 2D battery five gallon bucket aerator it cost like 10$ last time I purchased one....When I lived in the hot south I needed cool minnows for my john boat so I used a old cooler glued 2 of them on outside  lid , drilled two holes for the air lines (silicone sealed )added two air stones ...Cool portable aerated minnow bucket

I think they are probably OK with minnows at the Forebay, since so many people buy and use them there.  At some lakes (all south bay lakes?) they wont let you use them without a dated receipt from the shop you purchased them from, so they know you didn't transport them from one body of water to another.  I would do the same, and keep your receipt from where ever you purchased them.
