I have been combing through the F&W regs because I don't want to get in any trouble. I believe it is legal but can you use barbless treble hooks on the AR above sailor bar for steelies?

From everything I can find it is open Jan 1-Jul 15.

You can only use barbs up at the basin.
You can use barbless treble hooks from Arden to the Hatchery.

There is a wire that crosses the river up at the hatchery. Stay below that you are golden.

Rest of the tier is barbed away.

This is below the walk ridge at Sunrise. Water is low and getting lower. Steelies being pulled outa there though.
Flies working are egg sucking leach and nymph patterns.
And Whoolybuggers in light green worked for me.
Cleo's are also producing. But we all take off the treble and siwash em. Less snags and better grabs!

I kayaked from Sailor to Paradise yesterday, and it was barely doable. I wouldn't recommend it at 500cfs.

Too much walking involved or just dangerous water?

No walking, but lots of scrapes and boneyards. It I think it was 800-700CFS when we went down.  Any lower and it will be a series of lakes connected by small streams.
