Joel is Filipino like me.  He told me once when he used to work at Aquan Sports, when you cook rice, usually with a rice cooker.  You first put the rice into the rice cooker.  Then add water.

Then you use your small finger for measuring if the water inside the rice cooker is just right.  The first line on the small finger is your guide.

Yes we eat a lot of rice. Yes a lot of us Filipinos do it this way.  This is were the upside down hand with the small finger sign came from.  If I am mistaken please correct me.
