Yeah, I often have a big bundle of fins and a speargun under my hatch straps.  They can slip sometimes too.  Don't cut them.

I have taped them in the past, but took the tape off when securing stuff on top of the hatch.....  good reason NOT to cut the straps, if you ever want to transport something that way.

(Sometimes I'll put my portable fishfinder on top of the hatch, secured by the back strap.)

Once you cut the straps, you limit that option.

Now, for some reason, I don't hear the annoying noise.

I agree with SCallen.  This is definitely a good reason not to cut them.

To keep them from flapping, like Polepole, I also use a thick rubber band or o-ring to slip in the excess part.
