Although I'm not in any position to be involved with this interesting competition, I do see a great potential here.
I think I have an interesting twist to put on it that would bond the topside with the bottomside fisherman and avoid the obvious "who's better than who" because of their weapon of choice (Jigging stick or rubber band gun).  And make the competition a step off from the normal approach.

Here's the idea:

-Work in teams of two, one floater one sinker, no more no less.
-Must launch from same area at the same time, but fish wherever it is reasonably safe for both and not interfere with each other.
-Legal C&R topside fishing for high grading if they feel they could still catch something bigger.
-No photo proof needed.
-No AOTY/DOTY points per inch needed.
-Bring in your combined catch, get them officially weighed at a check in booth.
-Total combined fish weight divided by total fish entered.  This is your team score!
-The two man team can catch and retain up to two legal limits of fish for the team total.

Does this sound stupid or pretty interesting?   :smt064

Call it the "Poke and Yank Tournament".   :smt003

It may get tight, but the ocean is huge.  The topside angler could easily keep clear of the diver as he has to come up for air eventually.
The team could use a strategy like the diver swims against the current as the topside would naturally drift, thus keeping separate enough to avoid snagging up each other.    Or, make an effort to drift the same direction, but stay 20-50 yards away from each other.

Very interesting idea there, Insayn. Basically two tournaments combined in one for this event. Prizes for top finishes in both categories, biggest catch proves something?  :smt002
