We have to pay to use two rods, but if you are under 16 and don't need to buy a fishing license, can you fish  with two rods. What about Abs, sturgeon or anything you need a specialty tag for?

Look under Validations and Report Cards

Second Rod Validation - $13.78 - Required for all persons taking fish with two rods or lines in inland waters, except for waters in which only artificial lures or barbless hooks may be used.

You would think so.  But... No. 
This Second Rod Stamp only applies to anyone 16 years and older.  Think about it...  Where are you supposed to place the Second Rod Stamp for the kid/s under the age of 16 years old.  So that means kids under the age of 16 years old can not fish two rods.

also I am pretty sure the need and Ab and sturgeon card. I recall seeing a comment on that some place.

Not sure about Abs or sturgeon, but I was under the impression that children under 16 were indeed allowed to use 2 rods.

I'll see if I can't find anything that validates my understanding.

Report Card Requirements
Anglers who are not required to have a sport fishing license, such as anglers who are under 16 years of age and anglers who will be fishing on Free Fishing Days, are required to have report cards to fish for: salmon in Klamath-Trinity Rivers and their tributaries; steelhead; and sturgeon.


A free Sturgeon Fishing Report Card is required for any person fishing for sturgeon. This includes anglers who are under 16 years of age, anglers who are fishing from a public pier, and anglers who hold a lifetime fishing license. Anglers who are under 16 years of age may obtain a sturgeon fishing report card without purchasing a sport fishing license. See Section 5.80 for more information.

under 16 years old can use two rods.  but the law is that they have to be able to handle both rods..if you have a 3 year old running around throwing rocks, while pops is watching 4 rods, that ain't allowed, sorry.

One more question: Although kids don’t need a fishing license, is it possible to purchase a two rod stamp for them so they can fish with two rods like I do? My son is now 14 and would like to be able to fish with two rods, too. We enjoy your column! (Vern M.)

Answer: We always encourage parents to teach their kids to fish, but what we often see are parents doing all of the fishing while their kids are preoccupied and playing in the background. You are allowed to help your child, but given the scenario you mentioned above, if a game warden believes that you are the one doing the fishing, you may be cited. You can help your kids with the casting and all fishing activity, as long as your child is actively involved with the activity. They must be holding the rod and learning how to cast and reel. The child also must be closely attending the line. Just having a child in the area does not entitle any adult to fish without a license.

Anglers under 16 are not required to purchase a California sport fishing license and are allowed to fish with two rods in inland waters without the stamp, as long as they are fishing in an area where it is legal to use two rods.

For example, when I bring Olivia out fishing, I stick with my two rods.  No rod for her considering she can barely sit up, much less be involved in fishing.
