All good, but original post said "tight budget", so i'd take drysuit off the list. 
The flare gun got me curious. How many of u carry it? I never fish alone in the ocean, but if u and your buddy's yak is leaking, maybe a flare gun is handy?

Hey Rolf99, just to give you an idea this is what I got (also on a pretty tight budget)
3mm farmer john wetsuit-$70 new on sale
6.5mm neoprene booties-new $35
Kokotat paddle jacket-new $69
Stohlquist PFD-new $90  About $265 for a basic setup. You can find good bargains used and here is a great place to look.
I wear polypro long sleeve under and add a polartec fleece when its really cold.  If it rains I slip on a pair of gore tex rain pants to keep the chill off and stay dry.
I think many here would consider this setup as ultra basic gear to have. Derrick has a great list of gear if you can swing it.  My next purchase will be a safety flag as the guy close to you can flat disappear in some moderate swells.
I don't carry flares or fishfinder but, do have a headlamp for early morning and carry it on the yak.

I haven't added a flair gun to the yak, but, I have three handheld flares (orange smoke). They have to be replaced on my boat every few years as they have an expiration date (Coast Guard checks these) but they are actually still good long past the date.
I've also moved the canned air horn to my yak because some idiots look everywhere but where they are going (the little 4oz. pocket air horns are cheap and handy).

I carry a silva ranger compass from my forestry gear. It has a sighting mirror that makes a great signal mirror.
Totally waterproof and easy to carry in a small PFD pocket. Any compass that does not let you set the declination (the difference between true north and magnetic north,which changes depending on where you are but can mean over a 20 degree difference in direction) is not a real compass IMHO.  Do not rely solely on battery powered stuff. Learn how to use the low tech as well.

Great lists, some of these are mandatory as far as the laws, the only thing I would ad is never go on the water here thinking its fairly safe, cause its kind of not.

Just thought of something else, I had a brush a few years ago at Muir, snotty day, some folks will remember it, I got past the breakers, in 40 fow, and while I had the hatch open, a 10 ft sneaker crashed on me, flipped me around and when I tried to get up on the ocean side of the yak, all the leashes for my "precious" toys tried to drown me, I had to jettison my PDF in 40 fow with waders on the beach side, so I ended up getting slammed by my yak on the next three waves. It's a good thing I took a big dump in the am cause I only did a little one in my waders... :smt005
Don't leash too many things, they are not worth your life, beware of the surf...
