Well, not sure how nice one would be, but for something that'll work for under or around that price, try your local K-Mart for a shakespear combo. Sure it won't be top of the line, but it'll do the job!  Don't forget you local Longs Drugs (CVS)
Sports Authority has sales often, and you might find something there.  You don't need to shell out $100 or more for just a rod, when your just going to beat it up in the surf.  Not everything need to be "Brand named" Will something less costly last? It'll last long enough, and if something did happen where it gets brocken it won't hurt as much!

When I first moved back to the coast last summer I was itching to go ocean fishing and picked up an Okuma rod and reel combo for $40 at K mart.  It is a 10.5' rod with a big ol "coffee grinder" spinning reel (even came with line spooled).  It did the job and caught a lot of perch but, I have since switched to one of my medium action salmon rods (8.5') and a $50 baitcaster.  Its casts just as far and is a lot more fun to catch redtail on than the big, heavy, stiff surf rod.  Surf fishing is cheap tackle and you can have a blast with pretty cheap rod and reel (at least to start out).  :smt006

I have an ugly stik. Two piece 12-40 line. I dont have any complaints. Caught many sharks and reds with it. I think it cost $65.

Im not sure if they still make them, but Daiwa Eliminators are decent sturdy surf rods that are in that price range.

If you want a used one, I have a Tsunami Trophy Surf Spinning rod TSTSS 1002MH 10ft rod. Rated 3-6oz. I dont know if you wanted one for bait fishing or throwing plugs. I'll let it go for $50. On the lighter side, I have a Diabolov 4pc surf rod (travel rod) rated 25-75grams (roughly 2.5oz I think) 10' rod IM-6 carbon for $70. I have never caught any fish from either of these 2 so I'm sticking with my Daiwa surf rods.

Thank you everybody for your replies,
they were very helpful.
Herb Superb, are they spinning, or conventional?

I also found a rod,
Its an Okuma TU-150 15' and only 32$
It has good reviews except it is hard to take apart.
I know you can use some type of wax.
any suggestions?
Thanks!!!

They are both spinning. Im assuming you need one for bait fishing hence the 15' rod? You don't really need that long of a rod when surf fishing especially on high tide. You will be surprise how close the fish are to the surf when they're running.

Well I used to think like that until a more experienced angler/friend of mine schooled me on the subject. I was throwing as far as I could while he was chucking his no more than 15 yards from the surf. I skunked while he caught a striper and variety of surf perch.

Fish finder?? I thought we're talking about fishing from the surf/beach? 9'-11' rods are the standard rod lengths for surf fishing.

I always used a medium action spinning rod 7'6". Most fish are right in the breaking surf. The log rods are for guys looking to cast a big bait a way out and wait for a passing shark to pick it up. Light tackle with a gulp camo sand work c-rigged is way more fun. I've cough perch, leopard sharks, halibut, corvina, and mackerel all in less then 6' of water.
