I agree with Chuck on the Alameda Rock Wall. The best Halibut conditions occur on the smallest tides and weakest winds which make for near lake like conditions. Good fishing holes are found very close to shore or the wall. If the wind comes up you can duck behind the wall to make it back to the launch. Any day with good conditions from spring to fall you are sure to find fellow NCKAers there, especially on the weekends.

That sounds awesome.  And not too far from me.  In the next few weeks I will post up a hookup in the hopes of some more experienced NKCA'ers who want come company and might provide some guidance, insight on catching etc.  Of course, dinner/drinks on me ;)
