I suggest a minimum of 20lb test line.  I use 40lb braid for main line and 30lb mono for leader.  Rockfishes are not leader shy  :smt003  If I troll for Salmon the I'll use same main line but switch to 20lb Fluorocarbon leader.

Sonny's right - go minimum 20.  If you hook a monster lingcod or a pacific halibut you're gonna want tough stuff.  Don't go so beefy that you can't break off a snag though...

I use 60 pound braid and 25 fluoro leader but forty and twenty would probably be the best option for rock fish.  I got bit off quite a few times by lings once using 15 pound test and wouldn't try it again.  The braid will often cut through the kelp even with the leader so you'll loose less lures.  Plus you get a better hook set because braid doesn't stretch.  Good luck.  Andy

One tip that I would add is that I would not go any heavier than 30lb test for your leader. It starts getting a little hairy trying to break off a snag from a kayak any heavier than that. I'm not saying it can't be done, but IMHO it's a little sketchy and more than 30 is overkill for rockfishing.

+1 this has been very effective for me in fishing rough, "snaggy" areas that beat up the leader AND hold big strong fish. For rock fish I usually go with a mono leader since the flouro is premium$$$$$$$ and the rockies aren't lineshy.
