Having run power boats for many years, I know that Kayaks disappear when there's a chop.  If you're watching closely, the Yak will appear , but only for brief moments.   Add fog and mist, and you're invisible to most boats.   The bright colors will help, but the orange flag will be seen up above the slop.  The danger zones are by the harbor entrance when there's a swell.  Power boats will "run" the bar, following the swell into the harbor mouth.  The swell would conceal most yaks.

Be more wary in the afternoons, when PB fishermen are tired, dehydrated and have had a few beers.  They're less than sharp during this time.

Agreed. Both my boats (one white, one green) have safety flags. The white boat is much easier to see, but it also disappears from sight in a swell. When fishing with a friend in a swell, the only thing I can see on his boat is the flag.

The Navy studied this issue and yellow was the visible color on the ocean. I have a yellow yak with orange safety flag.

This is confirmed. When I fished Monterey and headed out looking for the grounds where GB2 was getting em.. that flag jumped out like a christmas tree light on top of the bobbing yellow prowler. That morning the swells were bigger than what I was used to also.
