Is there any issue with giving fish away as far as DFG regs? How about if I walked into a restaurant, offer to give some to them and have them cook some for me?

It's perfectly legal to give your catches away providing you're not going back to catch more than a daily limit and there's nothing wrong with having the restaurant cook the fish for you.

Got a chance to talk to a DFG agent today at Berkeley Marina. She said it's OK to give fish away, provided that you leave a written note that describes the fish, time, date, your name, fishing license number, etc... so that the receiving party doesn't get into trouble. She said restaurants are likely targets for raids as opposed to your friends and neighbors.

You can provide fish for them to prepare for you and your party but if you give them more in exchange for services,food or drink that would be asking for trouble as that would be bartering. If they later sell your fish that would be illegal and you could be implicated
