As for the TD. FInd your way out to parking lot F (pic 1) at the Yolo bypass, easy launch, paddle south 3.5 nm.  On a map like google maps or earth follow the drain down (south) to the area where the toe drain slants sw that's where Lisbon Weir is located, the fish bypass chute is on the west side and about as wide as a yak so tack carefully or portage. I rode it down and portaged up. There are submerged steel beams in the weir so you don't want to go over the weir itself, it would be a train wreck!
