According to this link, low tide is just after 7am. The low tide is -.8 and the high will be a 4.7 around 2 pm. I believe that means water will be pushing into the bay all morning and I have heard some people say that is good for the butts. Am I correct? If I launch at ARW and go north then the wind and tide should both be pushing me back to the launch until the tide changes right?

Incoming tide often brings "clear" water into the shallower water.  That's wherewhen you want to hunt for the flatties. (butt there's always exceptions to the rule)

I'm not the expert on Bay tides (eddies and such), but sounds logical to paddle N-NW if wind is forecast from that direction later and the tides have to come generally from the North/GG area.....

they are diffenitly more active and likely to hit during a tide shift. The winds are my main concern at ARW along with the tide. But if the winds are heavy I elect to not launch it gets hairy in this area and have seen guys not be able to paddle in it and need to be assisted.
Eariler this month at slack tide I set up at the break in the wall just north of the launch and worked the break there with a fish trap just outside the ripple and hooked a fairly nice Hali.We then drifted with the incoming and 2 out of four hooked up near the flag pole on live bait. My only .02 is that i think that the smaller incoming tends to be better than the big honking tides- likely due to the waters not mudding up.  The recent winds probably have the waters pretty funky....but after a bit of income should clear.

the main thing here is that you want the tide coming in and the wind from the west (early in the afternoon usually) when on your way back to the launch.  going against the current after a long day is tough.
Usually a 2hour before low and 30 mins slack and 2hour before high is perfect. for a 4 1/2 hr of fishing
I made an attempt this past friday at arw 8:00am and in 15 mins of drifting I made it to the ships.  too choppy and decided to come back to launch.
