You don't seem to have a reading comprehension problem, so why didn't you evaluate the full quote?

Because I've been told repeatedly, by very reputable sources, that individuals have been cited for not having a card when fly fishing in the Lower American for Shad or Stripers.

I gotta agree with part of what Scott's saying here.  Fishing with a barbed hook and w/o a steelhead card is way way less offensive than pooching abs, gill-netting, taking oversize sturgies...etc.

I'm very glad that Mahi's got his eye out, protecting the resources, but this sounds like a more minor offense.  I hope the small-time poochers learned their lesson.

I see. So according to that statement, we could set a fixed, mandatory fine for being over limits on a species of say $500. And then then apply it equally to the newbie that brings home two Boccacio (thinking they are "rockfish") and the guy caught with 50 Abalone, or 10 Sturgeon. Each pays $500. No need to look at each case, right?

Nope the courts already provide for that, I just don't think we should lighten someone's fine for no impact. How do you know it was his first time or he won't do it again if he just gets a slap on the wrist.
