Can you guys point me in the direction of a good site for instructions on rigging different Rockfish set ups. Most of my saltwater experience has been fairly simple stuff, because I limited myself to using a fly rod in the surf. I learned a lot about casting but I don't know very much about diamond jig rigs and scampi rigs.

Tie the diamond jig/scampi to the end of the line and go fishing!  Use a heavy leader with the diamond jig, or a lighter one between a scampi and spectra.  

For a teaser hook, tie a dropper loop that's about 4" long and 18-24" above the bottom jig http://www.marinews.com/fishing/Knots%20&%20Rigging/fk_droploop.htm and cut one end of the loop to give you a 8" dropper line.  Tie an octopus hook or shrimp fly to this and add bait/plastic as needed, I like the dropper hook to be 4" off the leader when I'm done.  I like an orange, white or tinsel hoochie, brown tube jigs would probably work well.  Plastics with large tails like grubs, swimbaits and scampis tend to hook their tails on a dropper because of the way the heavier bottom jig flips and yanks them down.  I usually only catch about 1/4 of the fish on the teaser, and they tend to be smaller because the teaser is smaller.  However you'll pick up doubles on blues/blacks.

I pre-tie a couple rigs with droppers, and if I lose them I'll just use a single jig on a leader.  Tying complex rigs on the kayak is the expresslane to pukeville.

I think he's refering to the fact that current regulations have the crab season from November through June and rockfish season from July through December.  With the exception of the recently added months of November and December, the two seasons are mutually exclusive and combo crab/rockfish trips are impossible.  During the entire crab season we just finished for example, rockfish had been closed and the NSA wasn't able to make a single rockfish/crab combo trip.

Since salmon and rockfish seasons mostly overlap, the party boats are usually divided between the two, but if it were open in the winter, the party boats would hit the rockfish hard.  Weather is usually bad that time of year, so pretty much only big boats like that can get out.  The current setup has the season open when everyone can utilize it best.

Any recomendations on hat to use on teaser hooks. What bait plastic or real will produce best. Also has anybody used any of the Braid jigs the ones with the abalone finish? I had some given to me. They look pretty nice to me but how do the fish feel about them?
