Is sail trolling trolling?

According to current regulations:

Trolling is defined as angling from a boat or floating device that is making way by means of a source of power, other than drifting by means of the prevailing water current or weather conditions.

Suppose that I'm fishing for salmon from my AI, without a motor, but with my sail deployed (and suppose that there is at least a little bit of wind). I'd say that I'm clearly trolling. But, according to the official definition, I don't think that it is entirely clear, since the wind is a "source of power", but the wind is also a "prevailing ... weather condition"...

This is a really interesting point, haha.  Because the definition accounts for the wind in latter half of the definition, I don't think we can say that the wind is necessarily a "source of power"--otherwise, that would make the latter portion superfluous.  I imagine "source of power" is defined somewhere to include what would actually constitute said "power."

You are sailing, not drifting so I think you are good. Just don't let the sail down.

And you can always let the sail down. That can be a safety issue. Just keep pedaling to maintain your troll.

The context is that salmon fishing has been very good near Santa Cruz recently, and one of the hotspots is about 5-6 miles from the harbor, and in a direction that sometimes has favorable winds in the AM (in fact, I’ve already been in that general area a couple times this year, but the salmon were not being caught at those times). The problem is that the fish are being caught near the bottom in 180-200 fow, and trolling that deep with my DR is a huge chore.

Yesterday I was chatting with a boater who had just caught a limit of salmon (sa did anlmost anll of the boaters yesterday), and he said that mooching would work. I hadn’t thought of that. However, I’d still want to sail troll (strooch?)…
