If I am not mistaken, this is a small scale commercial fisherman catching halibut, no limit on his catch and selling it locally. So this does effect the recreational kayak fishermen who are limited to two. I think this is an example of what I have said in past post that these regulations are set up to save the commercial fishing industry and not the fish stock.

In addition I have been reading about how the asian markets love rock fish and it is possible that with the new regulations,  just like there was a demand for abalone that then created a black (illegal) market, we may see the same with rock fish and once again the recreational people who follow the laws will suffer and the people who do not follow the laws will make some cash and the fish stock will deplete and we lose, gotta love the thinking process with these new regulations.
