Tapatalk update

I updated the tapatalk server side software.  Let me know if you encounter any issues.  Looks like I still have problems with the time being 3 hours off.

Those are the client side programs.  I updated the server side.  I only have Tapatalk and not Tapatalk 2 so have not tested it on that.
