IÂÂ’m a bit late to the conversation but I wanted to ask what may be a dumb question...if IÂÂ’m bounce balling one rod and see a bait cloud on my finder or visually scope some bait on the surface and attempt to gather some live bait with a second rod is that legal?  My interpretation has always been that IÂÂ’m still only targeting that halibut or RCG with one rod.  Could be another reason someone might be seen fishing two rods.

Pretty sure that's not legal in places where only 1 rod is permitted (like when fishing for rgc), but I've been wrong before...   It would be ok fishing for halibut in places like Tomales where multi rods are ok for that species
IÂ’m fishing the Monterey Bay to clarify my question.  I usually fill a small bucket with a few live ones before switching rods to bounce ball.  I am curious whether having a Sabiki rigged, and using it after I land an RCG or halibut is somehow a violation regardless of the fact that I wouldnÂ’t be targeting any RCG or halibut with a sabiki.

It's not "somehow" a violation, it's a clear violation.  If you have a RCG/lingcod/pachali/salmon on board, you are limited to one rod with two hooks full stop.  If you have two or more rods deployed and you catch one of the aforementioned species, you must release it full stop.

It does not matter what species you are targeting.

Thanks for making that clear, that’s what I thought.  I’ve always switched to one rod if I land any RCG but I’ll tie a 2 hook sabiki so I’m compliant if I have an RCG on board and I want to pull up some more bait.

And if salmon, barbless must be used for the rest of the day too

That's still a violation.  You have to switch to one rod with two hooks BEFORE you hook the RCG.  You cannot fish with two rods until you catch a rockfish, keep the rockfish, then switch to one rod.  That is a violation of the regs.

My concern was fishing for halibut using a bounce ball rig on one rod and a sabiki tied on another rod, which from what I gather is perfectly fine as long as I  haven’t kept any RCG.  The reg says that only one line with two hooks may be used if the RCG fish is on board so how would it be a violation of my bounce ball rig drops and I reel up my sabiki to switch rods, bring up a Ling, keep it, and continue to fish the day with one rod?

If I understand your scenario:

You are using a bounce ball rig for halibut, with live bait that you caught on a sabiki?
You are also trailing your sabiki rig trying to catch more bait.
You hook a fish on the bounce ball rig.
You reel in the sabiki so you don't get tangled and you can concentrate on the rod with the big fish on it.
You land the fish on the bounce ball rig and it is a lingcod.
You retain the lingcod.

If that is what you are asking, then retaining the lingcod is illegal.

From what i am guessing his use in fishing for halibut ? ( California ) Definitely cant keep a ling with two rods in the water.

Would be true only for cali halibuts and of course that would only be for places other than the San Francisco bay but would be legal in the Monterey Bay. Please correct me if i am wrong.

Right.  All of that is correct, and for the scenario listed above everything was fine until he retains a lingcod.

There are two different regulations at play and I think that is what causes the confusion, as the regs are not a model of clarity.

The first says that if you have RCG on board, you can only use one rod with two hooks. §28.65(c).

The second says that the allowed method of take for lingcod when angling is to use one rod with no more than two hooks.  §28.27(d).

The scenario runs afoul of the second reg, §28.27(d).  You can't take a lingcod if you had more than one rod with two hooks in the water when you caught it.

That’s it.  Thank you for that.  I appreciate you working to clarify something I had been wondering about.  I can say right hand to god I’ve never intentionally fished illegally but it’s nit grit details like this one that have had me wondering.  In my persuit of evolving how I fish with live bait and in general, being compliant is paramount.

Calibuts and Pachali don’t occupy the same spaces.  I run two rods in the bay for calibuts sometimes 3.  I have released rockfish and salmon that were incidentally caught fishing this way.  If salmon is open I immediately switch over to target them though.
