Looks like a great material for flies, those look super fishy...rockfish for days

What is that white material?
Chunky yarn.  This stuff moves in the water really well.  It's very durable.

Looks really good. In fact it looks like the farallon feather I am using now and those work decent for rock fish.  :smt006

Nice Clouser pattern.  Clousers are effective indeed.  I used to tied them on a 30 degrees jig hook.
