Tides that are moving.   Problem...if is a miness tide the fish don't what to stay there in shallow water.  I fish the daybreak because I know it can only get worst.  If you fish the Low or the High the current will not change for a couple of hours.  Good time to Halibut fish.  Also, the moon phase does have a effect.  But, if it is overcast during that time...then it does not matter.  Case in pt. is 93 ablies on the full moon. a few weeks ago.
