Looking at the EIR for lookout slough, it looks like all access to liberty island road will be cut off, with no mitigation for the current access anglers and hunters have.

So I dug around a little but at 460 pages, well, saw some boundaries, read some plans, didn't see where it said the road would be closed, saw some words about punching holes in levees,

But with all that said, I'll believe your analysis,

In the past when I had a question I'd track down the responsible people, I believe some personal contacts were listed.

Sometimes they'll talk to you, other times they won't. I have in the past established contacts who basically "ghosted" me as the questions got more sensitive.

be sad to loose that as there is just so little the public has access to anymore.

The company, preserves and creates/improves wetlands to sell credits (acres?) as mitigation for others who want to trash equivalent lands, I guess it's the good with the bad.

I love that area and have fished and hunted it for over 20 years. It would suck to loose the easy access to the area. But there has always been a lot of issues of vehicles getting vandalized and people leaving a shit load of trash with broken glass. I thought they were going to shut it down years ago because of the people fishing and leaving garbage. A few lazy dirty fisherman can ruin access to areas for everyone. I dont see them shutting down the road and leve because of the houses but I can see them tarring down the bridge so you cant get access to the island.

So I read or skimmed the entire report. ALL public access to Shag slough via Liberty Island road will be eliminated it appears. They will be removing 9 sections of the levee. 300-600 foot sections  or more to let the water from Shag flow through. The new flooded area will be open to public use since it will be state land. The issue is that the closest access to the water for a kayak will be close to a mile walking, or trying to make your way through flooded grass land and vegetation, if that access is even allowed. The newly flooded area will be accessible legally by boat via Shag or Cache slough. The project is scheduled to start 6/20 with the breaches being made in early 2021. The low lying section of Liberty Island road before it climbs the levee at Shag will be raised to prevent water breaching northward. That will be closed to traffic at the point where Liberty Island roads turns east.

Thanks for the analysis. With the turn around spot they are making, they make no indication of even having places for people to park. I am sure once the construction is completed, that new road will be accompanied by No Parking signs. It will be a shame to lose almost all access to the North Delta unless you want to take a 30 minute boat ride.
