The torbay is doing good right now. I went out 3-31 caught 12 stripers trolling and 9 stripers 1 black bass on a fly rod. No keepers though. Good luck be safe and have fun. If you do go to the for bay on a weekend and want company let me know I'm 10 miles away.

I don't know were you live. I have a extra 8 wt with a sink tip line you could borrow to try out before you spend a lot of money.

You can use the kayaks to get to the fishing areas. It allows you to fish more of the river in a day.  I have fished Stripers with some luck.

Very fishable from a kayak.  You just need an anchor system with quick release.
