Just like for trout. You must stop fishing once you reach your daily limit. You can c&r all you want as long as you have 1 less than the daily limit in your possession. Once you hit the daily you must stop. What if someone hit there limit then c&r fished, but gut hooked a fish and had to try and release a dead fish? Same with sturgeon. What if you had your 3 for the year and then caught one that went belly up. Now you have killed one more than your limit. If you discard it you now create a wanton waste situation. That is why you need to stop fishing once the limit is reached. The printed reg book is only part of the overall F&G code. The real code book is volumes thick form what i have been told. There is no way possible to put it all in a throw away book. Just like Doug cant carry the law library in his hip pocket. The c&r tags are for when you have not reached your limit yet. I do see the confusion though.

Also, it may say it on the tag itself, but I don't have one handy to look at.

I don’t think abalone is a good point of reference since there is no catch and release tradition for shellfish. There is for sturgeon. There is a hugely popular c+r fishery in the Columbia and willamete system.

DFG Code §18 doesn’t say anything about “daily”.

The source I used.  While it's not technically the rulebook, letter for letter as you're trying to find,

1.80. Take.
Hunt, pursue, catch, capture or kill fish, amphibians, reptiles, mollusks, crustaceans or invertebrates or attempting to do so.

The word "take" in the rulebook isn't limited to just keeping, possessing, and taking home.  "Pursue" which by definition, "to follow (someone or something) in order to catch or attack them", falls under 1.80 Take.

Its a very safe assumption, that targeting any species once you have your limit (daily, yearly, or otherwise) is a no-no under 1.80 and 1.17 as traildad pointed out.

traildad, in 1.17, it points you to continue reading into 27.60, which then points you to 27.70 through 28.62 for special bag limits based on species.
Also Abalone have a daily, possession and yearly limit.  Daily AND possession limit is 3 and calendar year limit is 12. 29.15c

Daily Limit - DFG Code, section 18 describes “bag limit” as the maximum limit, in number or amount, of birds, mammals, fish, reptiles or amphibians that may lawfully be taken by any one person during a specified period of time.

Possession Limit - DFG Code, section 19 defines “possession limit” as the maximum, in number or amount, of birds, mammals, fish, reptiles or amphibians that may be lawfully possessed by one person.
The definition of “take” is why I used it in the subject line.

Once you’ve used your 3 tags, your daily bag limit is zero. Once you’ve reached your daily bag limit (0) you can’t “take” sturgeon. See definition of “take” above. I think we can make a case that it isn’t allowed.

Ans remember, even though you are allowed to catch three in year, you may only have one in your possession at a time, including in the freezer. You can gift them away though legally, but i recommend you keep a signed letter attached to the package in the freezer to prove it was gifted to the particular person.

Is that the tag for 2019? I couldn’t find that on my 2018 tag.

The F&G code is 6 or 7 volumes. I have an old set in my library.

The language on the tag is good enough for me.

Just keep 2 for the year and never take the 3rd one. Catch and release as you please.

It is of course.

But I have a sweet library room and I had to fill it with something like 1200 law books. I never use the books and all of that information is online. But having empty library shelves would be sad and nobody wants to work surrounded in sadness.
