This page has information for making a DIY plastic injector using an Arbor Press, and some other items. It looks possible, the hard part is the correct mold. They seem to be using a heated plastic in an aluminum mold.  I agree it should be easy, but like all things simple it took someone  a while to get it right.

... on the apex, the mono goes through holes in the lure.  I think metal will slice through the mono very quickly.. clever of the Apex designers to use a material that is softer than mono...

You could use a nylon spacer/grommet in metal where the line passes thru.

NICE WORK!    I understand the motivation, but I'm afraid I don't have that much patience. 
    But I did recently make some 6" dodgers to troll around in SC's partly rocky & weedy halibut holes.  I decided they earn their money making those, but it was rewarding when they did as well or better than store-bought. 
   Aluminum carpet strip, saber saw with hacksaw blade, Dremel with sander & grinder, pliers, ball-peen hammer, split rings, crumpled aluminum foil or mylar from keep-cold bag, glue.

I know it happened as I've seen FT fishing that rig in Santa Cruz. But, I never got a close look, so a pic would be cool. I think it's pretty impressive that a homebrew dodger would work---it even caught a black sea bass, as I recall...

Not an Apex but I recently made some Lyman copies on the lathe. You could hand shape them or use basic power tools. They have an erratic action and are supposed to be good for salmon/trout. It’d be something a little different than what everyone else uses. Although, I haven’t had a chance to test them on fish just yet...so who knows if mine will catch.

Traildad- PVC bends, but it deforms and sags easily... and the apex shape bends in a particular way tha makes me think it was metal originally.  If a lure can be beautiful, Racer those lures are beautiful.

I was walking the waterfront at San Carlos, (MX) and nearly bumped my head on what looked like a giant rapala.. about 18"long and 6" around. They fish a lot of big stuff (Marlin, swordfish, tuna) at SC so I said.. "wow, what do you catch with this?" to which the salesman answered... "tourists...."

nice work racer -- I pulled the similar styled j-plugs on Lake Huron for salmon before with good success. All of that gear is still back east in my dad's tackle box. Let us know how they work for you and I might dig that gear out next trip.

Thanks! I know looking online that style plug seems to be pretty successful, just not used much around here, other than on Pyramid lake

Those plugs are gorgeous ! Amazing work.

I like Ken's idea of doing something with a 3D printer. That'd be a fun experiment for someone with access to one.

Lol, okay just to put the 3D printing to rest.. a little secret for you.. Sacramento Public Library offers access to a 3D printer- no charge! BUT!
1) You cannot use it to print patented products
2) You actually need a pretty sophisticated understanding of CAD and products to design a 3D model....

Apexes are made out of plastic for a reason. They are real light, so they really wobble erraticly. Anything metal is not going to run the same. Also if they are even slightly off balance they won't react the same. Think spinning instead of wobbling.

Carve a wood model, or make a hard drying model(like Sculpy).
Make a rtv silicone mold and pour a liquid urethane resin to get your part.
Look at the Alumilite website for info.
