Paying for a guide on a drift boat would be a treat for somebody visiting from Texas, though not cheap, and give you a better chance getting into fish.  The  fly shop in Redding has options available. If the rivers are blown out, then you have the local lakes to fall back on.
Kraken 13.5 on the Great lakes.

Well I don’t think I can shell out for a drift boat trip.  But I’ll keep it in mind.  Thanks for all of the suggestions.  We were hoping to do a hike in to a lake, or camp on a river.  Have any of you ever been to Crystal lake on Shasta?

Lake Berryessa would be good. The trout bite is strong right now as well. Stay at either Pleasure Cove or Markley Cove and you'll be right on them as soon as you launch.

Never heard of Crystal Lake.  Many inland wilderness lakes are going to be snowbound in late December.  Bring a saw to cut through the ice.

One of my favoite lakes that time of year is Eagle Lake in Lassen County.  It will be cold but the trout will be relatively large and fairly easy to catch.

There are some open year round rivers to fish.  If you flyfish, the Pit river is a great option.
