I don't know anything about this rack or the person selling it, but I know there are plenty of us on here with RV's that might find this rack handy.

Interesting looking rack.  Those appear to be Hobie Sports.  I wonder if the downward force would be more than the receiver is really built to withstand.  They would stick up like sails above the roof on my Man Van.  I think I'll stick with my trailer.
